As long as the so called international community are still on lead with their unfair policy in tackling global issues, there will never be sustainable peace and justice in the world. The South Sudan crisis has proven them real.
The knew that people were killed and not of crime were committed by the regime in Juba and else but they are paying a deaf hears on those counts. If such situation had were happened elsewhere in the world, the international community would have done a lot on the some one who had caused such devastating war and a lot more of human suffering.
The so-called TROIKA, EU and US are not fair institutions in handling global issues such as current devastating war in South Sudan, instead they are therefore promoting a wrong diplomacy of “shared blame”by both side without telling point blank to Juba regime which cause war so that they remain in power.
We are having only what is right or the wrong, nothing in between in this world we are living. The bad policy base on “shared blame” that is being played by the so called international community will not only remain as a tool that would destroy African countries.
Instead of pointing their fingers at the wrong doers the so called international community tend to pointed their fingers at “both side”, the righteous and wrong doers at the same time, a game which make no sense and encouraging evils to practice evils by hoping to get the same treatment after committing a stupid acts.
Where is justice in such a scenarios, when factions are getting the same blame because one faction offended other one? Faction suppose to get appreciation when its choose a commitment but in the world of TROIKA, EU and US it does not work that way. The righteous (blameless) and wrong doers (offenders) are treated the same and labelled them “both side” did this and that.
When it come to South Sudan peace implementation process, the so called TROIKA, EU and US knows very well who are the spoilers that are dragging the peace implementation toward unwanted delays and yet international community are not pointing their fingers at Juba.
They know very well that Juba invented the so-called 28 states on 2th Oct 2015 after it signed the peace agreement with Pagak in august 2015.
If the peace implementation is going to fails due to the inserted factor of 28 states by Juba regime then who will be blamed? Is it the peace guarantors (such as TROIKA, EU and US) or JMEC (peace implementer), Juba or Pagak ( peace partners)?
To me, Juba regime would be the first target that qualified for the blame in the failure of peace implementation or missing of TGoNU formation datline. Juba was there when the peace negotiation was conducted in Addis Ababa by IGAD plus and they never come up with idea of abolishing the 10 states instead they were opposing the creation of 21 state by Pagak very strongly.
South Sudanese citizens are expecting the JMEC, TROIKA, US and EU to ask Juba regime with motive behind creation of 28 states while they had rejected the 21 states proposal of Pagak during the peace negotiation in Addis Ababa? They should explain as why are they in hurry and they are not willing to wait for the return of peace to the country.
The bundle of lies concocted by Juba supporters should not mislead some people that the establishment order for 28 states was a public demand. Juba regime should stop their nonsense argument that the creation of 28 states was people demand.
When and where did the public demand 28 states? Which people are demanding 28 states when the conflict had left tens of thousands dead and displaced 2.3 million people? While millions are still residing in rebel held territories surviving under UN donation and on their own. Which public do Juba supporters really refer to?
The institution (JMEC) that was tasked to oversee the implementation of peace agreement in case of the delay or failure of peace implementation would be held accountable.
The second target will be a peace guarantors ( International Community) because they are not giving enough pressure on the peace spoilers, the Juba regime. The so called TROIKA, EU and US should have given a tough pressure on Juba regime in regard to 28 states unilateral creation that violated the term and provision of peace agreement, in case of the failure to respond to this gracious of cancelling their decree they should be made to understand the consequence of their action.
Pagak is defending the position of signed peace agreement deals, however, there will be nothing less or more than 10 states that would be acceptable by the sealed text.
Although Pagak was not appreciated for giving a great concession at all talks from the beginning of the peace negotiation and I think they give all what they could and nothing left.
Following are just some flash back of some good did by Pagak;
- Pagak had accepted the peace deal that had awarded Salva Kiir with presidency during the interim period of three years regardless of thousands lives he had killed.
- Pagak had accepted the peace deal that does not address the underlying root cause of the conflict regardless of their initial positions to address the cause of the conflicts.
- Pagak had accepted to sign the peace agreement on 17th of august 2015 as per IGAD plus timeline regardless of several flaws in the text just to end the suffering of the people of South Sudan.
- Pagak had accepted to signed unfair security agreement for seek of peace instead of 50% security deal to end the suffering of South Sudanese people.
- Pagak had accepted to send the peace team for implementation of peace deal regardless of no assurance on peace implementation in regard to an obstacle of 28 states created by Juba due to their commitment toward implementation of the peace deal.
- Pagak had also accepted the allotment of ministerial portfolios outside agreed procedure in peace text because they are committed to the implementation of the peace deals.
Pagak would have accepted the created 28 states for seek of peace as it has shown her commitment toward swift implementation of peace deal if the Juba states 28 decree does not come more land problems.
To me, South Sudanese citizens want peace more than 28 states. If there is a peace in the country, then the people could be able to demand more state that the TGoNU should take care of not just a JCE states that is only awarding the Jieng empire with other nationalities lands.
