ABUJA, Nigeria – The office of the SPLM Mission in the Federal Republic of Nigeria and ECOWAS wish to inform all it members in the region and those around the world, that the meeting which was organized by the so called members of the SPLM In Opposition (IO) in Juba on July 23, 2016 is a plan orchestrated by disgruntled few, and in collaboration with the government of Salva Kiir Mayardit to reverse the progresses which were made in the Agreement on Resolution to Conflict in South Sudan (ARCISS). These meetings were conducted without the knowledge and consent of the First Vice President Dr. Riek Machar, who is the only signatory in the August 17 & 26, 2015 Peace Agreement.
As a result of that, the First Vice President (FVP) of the Republic of South Sudan Dr. Riek Machar Teny in his capacity as the Chairman and Commander in Chief of the SPLM/A IO dismissed General Taban Deng Gai from SPLM IO and recalled his Ministerial Portfolio as Minister of Mining in the Transitional Government of National Unity (TGoNU) on July 22, 2016. The FVP directed all SPLM/A IO members, Field Commanders and Senior Officials to stop all contacts with him and his associates.
On July 8th, 2016, the government of Salva Kiir Mayardit was involved in a plot to assassinate the FVP Dr. Riek Machar at J1 Palace. The sinister act to eliminate the champion for peace and democracy failed miserably; however, it resulted in the loss of lives of the bodyguards who were protecting him.
On July 9th, the forces loyal to President Salva Kiir Mayardit stormed the compound of the FVP located in the suburb of Juba, luckily he escaped unharmed but out of fear for his life left with his limited protection forces.
The SPLM Mission in Federal Republic of Nigeria would like to assure the world that, FVP Dr. Machar is ready to return to Juba and continue with the implementation of the ARCISS with the following conditions: –
• Fresh deployment of a third strong UN forces in the capital Juba.
• Complete demilitarization of Juba as agreed in ARCISS.
• Cessation of bombings on our positions by the government in Juba.
• Cantonment of SPLM IO forces in Equatoria & Bahr el Gazal regions.
The SPLM Mission office in the Federal Republic of Nigeria condemn in the strongest terms the actions of a small minority in Juba and who tried to create division by appointing Gen. Taban Deng Gai, who is no longer a member of the SPLM IO leadership to be the replacement of FVP Dr. Machar Teny. Their ill-conceived plan will not work within the rank and file of the SPLM political leadership and the SPLM/A IO military command structures.
The world must not wait silently as the country deteriorates with uncontrollable human rights abuses by the regime. The mission office Staff and supporters in the Federal Republic of Nigeria and ECOWAS would like to reiterate that it stands solid and with confidence behind H.E. First Vice President of the Republic of South Sudan Dr. Riek Machar Teny and appeal to AU, IGAD, TROIKA, EU and UN to stop the government from it quests of political assassination of it opponents and put an end to the suffering of the people of South Sudan.
