Resolution: Nuer Diapora banned Inter-Marriage between Dinka and Nuer

To all Nuer Community World-wide, 


 On September 29, 2017, If marriage is about love and the future, then, what is the future that we have with Dinka? Gatluke Chuol Reat call up on all Nuer community in Diaspora to discuss the marriage banned between the Nuer and Dinka. As is the case now, it is known now that pirior to December 2013, Dinka trained a special Militia batalion known as Mathiang Anyoor, Dut Ku Bany and the last Rain forces.

The aimed for Salva Kirr, Kuol Manyang Juuk and Paul Malong Awan was to trained only Dinka and declared war on the Nuer in 2013. As a result, on December 15, 2013, Gen. Salva Kirr Mayardit worn the Uniformed and declared a fake “Coup d’etat” claims to be led by Dr. Riek Machar who is a Nuer by tribe. Later, a claims that was dismissed internationally. Therefore, as the world was learning about the initial plans and the execution of it when Nuer people were hunt down door to door in Juba, then, it was cleared to the world that Dinka declared war on the Nuer. Nuer people who by no mean were not prepared to fight with Dinka, Nuer people were slaughtered for three days in Juba, men were forced to sleep with their children, mother were force to eat their own children and many more horror against the Nuer.

To put it into perspective of the report of African Union, The African Union investigators, led by former Nigerian President Olusegun Obasanjo, found that the conflict began Dec. 15, 2013, when a skirmish broke out between Dinka and the Nuer soldiers in the presidential guard following political tension between Kiir and Machar, his onetime deputy who had been fired the previous July. Hundreds of Nuer men were rounded up and shot, and their mass graves were discovered, according to the report. Perpetrators — described as government forces or their allies — allegedly tortured their victims, sometimes forcing them to jump into bonfires or the Nuer people were force to eat human flesh, witnesses told investigators.

The killings were “an organized military operation that could not have been successful without concerted efforts from various actors in the military and government circles,” the report said. “Roadblocks or checkpoints were established all around Juba and house-to-house searches were undertaken by security forces. During this operation male Nuers were targeted, identified, killed on the spot or gathered in one place and killed.”

The investigators found “evidence that some of the people who had been gathered were compelled to eat human flesh, while others were forced to drink human blood belonging to a victim who had been slaughtered and his blood collected on a plate,” it said.

One witness said “she saw SPLA (South Sudan army) soldiers burning dead bodies and compelling Nuer women to eat burnt flesh of burnt victims,” the report added. In addition to testimony about forced cannibalism, the report said witnesses described how government troops took part in killings, abductions, disappearances, rapes, beatings and stealing.

The report said that Minister of Defence Kuol Manyang Juuk described a shadowy group called “Rescue the President” that killed people in Juba on Dec. 15-18 and “was even more powerful than organized forces.” The group was made up of Dinka soldiers who had been mobilized following a 2012 border crisis with northern neighbour Sudan. Some of these soldiers were moved south to Kiir’s private farm near Juba in 2013 and later participated in the killings, the report said, citing interviews with informants.


For the last three years, Dinka/forces continues for their mission by using fewer Nuer to fulfilled their mission by destroying Villages largely dominated by the Nuer. Although, later the war spread to the world South Sudan.  As the case become clearer and clearer, especially after July 2016 incident, when the same Paul Malong and Kuol Manyang unsuccessfully attempted to killed Dr. Riek Machar killings his two sons along with over 3 hundred soldiers from both side.

The begging question then from Gatluke Chuol Reat and many more Nuer was that, given the well execution organize by all Dinka with the intention to killed any Nuer person and the scale of damage done to the Nuer community from Juba to Beniu, from Pangak to Pagak, is there anything left between Dinka and the Nuer to have inter-marriage any More?

Although, no one is naive to say that this is a first to see this kind of war, however, given the horror, such as forcing people to eat their relatives, forcing women to sleep with their own children, forcing a father to sleep with their own child, is the kind of war we have never seen in the history of humanity.

For that reason, Gatluke Chuol Reat Introduced the inter-Marriage banned between Dinka and the Nuer to all Nuer people to be discussed, how and why it should happened.

As a reminder: It is important to remind all Nuer nations that the commemoration of the 4th anniversary of the killings of the Nuer people in Juba, which is being recognizes to commemorate the  dignity of the Nuer people who were killed just because they were from the Nuer tribe is around the corner. as a result, the three days consultation have concluded that:

Reaffirming the Nuer community for the continuation of commemorating December 15, 2013 from December 15, 2017 to December 20, 2017 depends on which or time is appropriate for each community members around the world. Which encourages Nuer community members and those in the political, religious and military to work with Nuer communities aimed at improving the coordination and effectiveness of commemoration for Dember 2017.

Noting with satisfaction the past efforts of various peace talks initiated by UN, AU and the IGAD will heal the wounds during this ongoing War.

The discussants stresses the fact that the Nuer Community is being lead down by the International community by sidng with Salva Kirr who commited the worse crime of twenties 1st centuries while South Sudan is facing the significant obstacles in need of reform, particularly in stage of the war, the Nuer community.



  1. Encouragesall it members worldwide to banned the Inter-marriage with Dinka so that the Nuer Community can focus on how to end this war more closely with South Sudan and focusing more within their countries where they resides at the grassroots level to enhance the work for relief efforts;
  2. Urges Nuer community members in any  states in South Sudan to comply with this banned of Inter-marriage between the Nuer and Dinka in all levels.
  3. Requests that all Nuer community members around the world should develop a rapid coordination of this effort to take effect immediately.
  4. Calls for the development of a document that will ensured and be a grantor of this banned and will formulated how and when it should be lifted it should it need be;
  5. Stresses the continuing need for a formation of committee to be an impartial and objective information on the political, economic and social implications and events of all countries where Nuer people are resides;
  6. Calls upon Nuer community in all states across South Sudan and in Diaspora to respond quickly and dignitary to the dead of the Nuer to consolidate the banned forInter-Marriage between the Nuer and the Dinka; and
  7. Requests the expansion of preventive to youngest generation of the Nuer and assurance of the until the war is over.
